　　招标项目按照国家有关规定需要履行项目审批手续的，应当先履行审批手续，取得批准。招标人应当有进行招标项目的相应资金或者资金来源已经落实，并应当在招标文件中如实载明。

　　按照国家有关规定需要履行项目审批、核准手续的依法必须进行招标的项目，其招标范围、招标方式、招标组织形式应当报项目审批、核准部门审批、核准。

Applicants who fail to pass the prequalification shall not be eligible for bidding. If there are less than three applicants who have passed the prequalification, a new tender shall be invited.


Potential bidders or other interested parties who have objections to the prequalification documents shall submit them 2 days before the deadline for submitting prequalification application documents. The tenderee shall reply within 3 days from the date of receiving the objection; Before making a reply, the bidding activities shall be suspended.
